Canada to change its Immigration under Express Entry System

Recently Bill C-19 received the green signal. According to this bill, the Express Entry System will undergo several amendments and change the Comprehensive Ranking System (CRS). CRS is used for evaluation and ranking in the pool. Economic goals, employment, fluency in English or French, academic experience, and similar factors will be the basis of groupings. Based on the grouping sets, invitations will be sent to candidates. The bill aims at Canada’s labor market and demographic needs. 

What are the amendments that Bill C-19 will bring?

 

The bill will bring five changes to the Express Entry System:

  1. The new legislation will include ministerial instructions to add more filters to the Express Entry pool based on groups and classifications instead of just immigration class. It will act as the starting point for the rounds of invitation stages. Therefore, selection will be based on new categories and groups. 
  2. The bill will bring changes for applicants who lost points due to age. The bill will allow permanent residency visas through Express Entry to applicants who have received an ITA, Invitation to Apply, but they would have lost their eligibility due to changes in situations. An applicant with the required score to get the invitation round but failed due to age will not get the visa. 
  3. New categories with specific eligibility requirements for ranking purposes will be created, which means that if a candidate qualifies for more than one category, they will be invited to the specific categories to which they must apply.
  4. According to this bill, the Minister must specify the economic goals supported by the new categories in the instructions.
  5. After the bill comes into force, the Minister’s Annual Report to the Parliament will contain instructions to establish any category under the Express Entry for foreign nationals. The instructions will also include economic goals supported by the category and the number of invitations issued.
